A Probe Into The Archives Service System In China In The View Of New Institutional Economics

Archives service system is an important part of archives service socialization. Archives service socialization have reached a consensus in China’s theoretical field which archives management department meets social demand as much as possible on the basis of ensuring the interests of the state and individual citizens. Establishing and improving archives service system has been the focus of national archival work and archives sectors is always exploring the establishment and improvement of archives service system which covers the entire society. The construction of archives service system is z huge systematic project which is involved in a wide area. Establishing a sound archives service system not only need institutional innovation, but also needs the joint efforts of all social sectors.Transaction cost theory and institutional change theory of the new institutional economics provides a unique perspective for us to observe the transition of our archives system. In this perspective, the transition of our archives system is a systematic process that comes from the development of society, polity, economy, culture and history and its nature is re-allocation and re-adjustment of archival information resources. The author uses several methods, such as comparison, literature research, interdisciplinary research and so on, putting new institutional economics of transaction cost theory into the field of archives service and making using of system migration in the system establishment of archives service, propose reform and innovation method of archives service system in the new Institutional economics perspective on the basis of combining with social needs analysis and summarizing the properties of the commercialization of the file information economical attribute of archives.The first chapter of this paper makes a brief overview on the domestic and international status quo of Archives service. The second chapter introduce related concepts of new institutional economics, Archives service costs, Archives service system, Archives service system innovation and path dependence. The third chapter introduces the core concept of transaction costs paradigm and system migration paradigm in the new institutional economics theory, and clarify the application procedure and method of the core theory of new institutional economics. The fourth chapter summarizes the development and characteristics of archives information service system since1949. The fifth chapter summarizes the goal and motive force mechanism of china’s archives information service system reform, and analyzes the power of China archives information service system change. The sixth chapter analyzes the characters of archives service system transition by the theory of path dependence, and it proposes new ideas for our archives information service system innovation. The seventh chapter is the paper’s conclusion. It introduces the deficiency of this paper and looks forward to learning sector peer criticism.
