With the gradual implementation of its overseas development strategy and the successfulpromotion of core bank system in the foreign institutions, the commercial bank expanded itsrange of financial services to the foreign institution while feeling an urgent need to step up onsystematic optimization of customer view of information, marketing, promoting and the datasupport. The offshore extension of the customer marketing and managing system should beaccomplished in time to provide a steady backup to enhance the customer relationshipmanagement, maintenance and marketing, to strengthen the linkage effects of domestic andforeign institutions and to promote home-and-abroad integrated business service such as globalcash management.Foreign institutions, compared to branches of domestic banks, set relatively less levels butapplied a variety of approaches to guide business lines and customer management in accordancewith local regulatory requirements and market. Based on a marketing system integratingdomestic individuals and corporate, the Overseas Customer Marketing System (OCMS) intendedto establish a flexible systematic managerial structure and constructional mechanism to cover theneeds in retail, corporate management department of the foreign institutions. The OCMS wasalso expected to represent a whole pattern of customer marketing management and systemperformance efficiency evaluation mechanism for a facilitated application by foreign institutionsat all levels of business management as well as grass-root users. The OCMS provided aparametric way to satisfy the potential adjustment in foreign institutions and the requirements ofthe post-expansion.Given that bulking handling was essential to a centralized business processing systems, theOCMS, targeting at multiple time zones and multi-lingual features of offshore system, focusedexclusively on how to develop a bulking system that served around-the-clock and wascompatible with the associated local transaction.The OCMS relied on JAVA as development platform and the widely used Oracle database,which were combined with Entegor batch, to achieve the fixed-point automatic trigger withoutmanual intervention from operator.The use of UFT8character set has guaranteed the data to be normally stored and displayed for different countries’ users. In the aspect of data storage, will store the multiple language fieldand not multiple language field into different tables. In multiple language table, add languagetype in its primary key as the distinction between different languages. It not only reduced dataredundancy, but also ensured the storage and display for multiple languages.The system conducted deeply research and design against multiple time zones. It supportsmultiple time zones, Daylight-saving time, as well as to distinguish strictly on banking time,system time, local time, the host banking time, the host local time.etc., to meet the requirementon the time to display, record, statistics and other needs. Meanwhile, the Batch Process is dividedby time zones, and achieved to be batch processed independently of each other. Moreover starttime point of the batch process for different time zones are inconsistent, so that can start thebatch process after the end of the business for each time zone. It ensured the batch process forthe time zone is finished before the outlets is open for business. It prevents the data conflict withthe online business, to protect the stability of the banking business to carry out.The system fully reflects the component and flexible development thinking. The systemrefined respective sub function into components and use large parameter configuration. Theentire system is structured by framework, component, configuration and specific procedures. Thecorresponding component is dispatched by the framework, and the specific configuration of theprogram is called by the component to achieve a specific function. The number of batchprocesses, the number of steps and procedures in the order for each batch processes, each step ofthe specific call procedures are implemented through configuration. The development methodcan achieve a flexible combination of flexible various steps, thus forming different functions tomeet different needs.The system considered a lot on user-friendly. The concurrency is frequently happened in theoverseas24time zones. If only rely on manual operation, it not only takes considerable humanresources, but also prone to human omissions and errors. Therefore, the system uses Entegor todo the automatic scheduling of batch processes, and regularly starts he batch automatically atspecific time in specific places. If any error met, will auto ignore the error or transfer it tomanual process as per the severity of the error. It greatly reduced the workload for person’soperation and maintenance, and reduced the occurrence probability of the error.
