With the rapid development of China’s national economy, in recent years, the demandfor electricity continues to increase significantly, resulting in a relative shortage ofelectricity supply in some areas. As a key national management of measuring instrunment,meter plays an extremely important role in the electricity metering,and the meter reading isan important part in the process of power marketing, lots of power companies and powermanagement departments pay more attention to it.In this paper, China’s current situation of electric meter reading is analyzed, and thecommon meter reading method is compared.In view of the national condition and thepresent meter reading situation, in order to solve the drawbacks of traditional manual meterreading and make a supplement to the intelligent remote meter reading system, this paperpresents a meter reading method based on digital image processing technology.Throughthe research and analysis of algorithms, a good real-time, efficienct meter readingrecognition algorithm is ultimately determined,and the meter reading image recognition isimplemented on the DSP.Meter image is acquired through the camera, and then the meter image aquired isprocessed through a series of digital image processing technology, and get the meterdegree of its meter number region finally. The meter reading recognition process mainlyincludes three parts: image preprocessing, meter number region extraction and meternumber region recognition. Among them, the meter image preprocessing includes, thegraying of color images, image enhancement and image binarization, and imagepreprocessing is to facilitate subsequent meter number region extraction and recognition.Meter number region extraction algorithm mainly adopts the segmentation algorithmbased on the texture features to position the meter number region roughly,and based onmathematical morphology segmentation algorithm for meter number region for finepositioning combination method. And the electricity meter number region recognitionprocess is mainly divided into two parts:single character segmentation and meter numberregion digital identification.single character segmentation uses simple algorithm thevertical projection, and digital identification process takes projection method. At the sametime, based on the inherent characteristics of the ammeter dial plate, meter number region extraction and recognition algorithm are designed and improvemed.Algorithm,set the MATLAB and CCS(Code Composer Studio) integrateddevelopment environment in the process of realizing in DSP, the CCS and DSP operationand monitoring can be completed in the MATLAB environment,by using matlab and CCStwo-way connection interface provided by CCSLink,and the data real-time transmissioncan realize through the RTDX (Real Time and Data Exchange) technology. The meterreading recognition algorithm realizes, by using C language and mixed language of Clanguage and assembly language in DSP, by using the function of optimization provided byCCS compiler, combined with the characteristics of C64x+core,the algorithm is optimized.After the color image segmentation algorithm, median filtering algorithm, and meternumber segmentation algorithm are optimized, the performance of the algorithm has beengreatly improved, it meets the real time need of meter reading.
