The current meteorological information release process and meteorological information itself are lack of credible certification, as everyone knows, juggled meteorological information bring the outcome of infinite harm on social, public, and the war so on, but the meteorological information release system which has the releaser identification and can test if it is intentional or unintentional changed. In view of the above problems, this paper introduces the digital watermarking to meteorological information release system, so it can make the system not only has the function of releasing meteorological information, but also has the advantages of safety and confidentiality.The main contributions of this paper include the following contents:(1) For meteorological information system security analysis. Including the current problems of weather information dissemination system, and how weather information authentication.(2)Aiming at the balance problems of the general digital watermarking algorithm imperceptibility and robustness, this paper proposes an improved DCT adaptive blind digital watermarking. The results show that this improvement is not only has the good resistance to the general noise as the Gauss noise attacks, salt and pepper noise attacks, and better meet the invisibility of watermark which reduces the watermark embedding and extraction time.(3)We design and implement the meteorological information release system based on digital watermarking. The system is composed of modules of information hiding, information release, picture post, information retrieval, information feedback, information security management. The digital watermark technology will be used into the meteorological information release process. When entering the system, the administrator is authorized to complete the watermark embedding, and enter the corresponding authorized operation. In addition, when the administrator releases the altitude chart, ground map images and so on, administrators can choose to embed the watermark images, to ensure the safety. At the same time, in order to verify the system is under attack or not, they can extract the watermark to judge. When the extracted watermark and the original watermark are consistent, we can say the system received no attack basically, and vice versa.
