| With the rapid development of the Internet, the network has become a new source of power. It provids a new channel for input and output of political information, a brand-new operating mode and political philosophy for the construction of democracy in China. As a result, network democracy emerges as the times require. It affects the process of Chinese democracy in an unprecedented way, and changes the setup of socialist democracy, even arouses the widespread attention of the society and government.This essay takes the process of the worldwide network democracy as the breakthrough points, to put emphasis on the problems concerning the development of network democracy in China and the reasons of restrict ing government fuctions, this thesis consists of six chapters. The first chapter begins with the origin and status of network democracy, proceeds with a survey of the critical responses to network democracy so as to reveal the significance of the thesis. The second chapter interprets the connotation and characteristics of the network democracy in detail, making a thorough review of research on it at both home and abroad, then to summarize the positive role of development of network democracy on government administration, thus finding out the background of theory and practice. In the third chapter, analyzes the problems that exist in the government at network democracy, and then to analyze and sum up the deep reasons of it. The fourth chapter discusses the principle and thoughts of network democracy from an overall point of view, putting forward some specific implementation strategies for network democracy. Finally, bases on statistical learning theory, we should promote the harmonious development between network democracy and policy of People’s democracy in order to promote what is beneficial and abolish what is harmful, and to respect and complement each other, then developing outstanding feature and superiority of network democracy, thus to create a new chapter of socialist democracy with Chinese characteristics. |
