In recent years, the development of mobile communication technology has entered the3Gor even4G era. As one of the3G mobile communication standard, TD-SCDMA receivesmuch attention. Compared with the2G system, TD-SCDMA uses more advancedtechnologies, its radio resource management is more complex and has more effect on systemperformance. As one important component of radio resource management, the access controlin TD-SCDMA system has great significance.This paper first introduces the TD-SCDMA system and its radio resource and radioresource management, then focuses on the access control in TD-SCDMA systemimplementation. The access control is divided into RRC access control and RAB accesscontrol. The RAB access control is divided into uplink access control and downlink accesscontrol. In the uplink, this paper uses access strategy based on interference threshold andavailable code resource. In the downlink, this paper uses access strategy based ontransmission power threshold and available code resource. This paper also gives a completeimplementation of access control in the uplink and downlink. At the same time, this paperalso studies the processing mechanism of measure values used by access control in physicallayer, gives the periodic statistical smoothing process of the measure values. The periodicsmoothing of measure values can improve the performance of access control.In addition, based on service priorities, this paper adds preemption, queuing and speedreducing to access control and presents the design process of these functional modules. Theaccess control based on service priorities can maximize the capacity of the system when thesystem load is relatively light, and can give priority to ensuring the higher priority userQoS(Quality of Service) when the system load is heavy, which can maximally ensure thebenefits of the operators and the users.The design scheme of access control in TD-SCDMA system this paper studied gets goodoperation at TD-SCDMA micro base station. This design scheme can give reference totechnology development and engineering realization in this field.
