The Impact Of The Network Of Public Opinion On Government Decision-Making System

With the increasing popularity of the Internet and the number of Internet users,the influence of the network public opinion to social is growing and begins tocombine with the traditional media and has great effect to the public’s ideas, valuejudgments, cultural education and lifestyle. In particular, the network of publicopinion and the politics are combining more and tighter. It has become an importantforce to the Government to understand the society and public opinion and influencedgovernment decision-making. However, network public opinion is not a panaceal.From the concept of network public opinion and government decision-makingsystems, this paper analyzes the channels of the network public opinion to influencegovernment decision-making system, these channels include government sites, newssites, online forums and micro blogging, and a lot of analysis on how the networkhaving a positive impact on government decision-making system. Article is divideddecision-making of government decision-making system into four parts includingcentral nervous system, decision-making information systems, decision-making andadvisory system, decision-making monitoring system and decision-making executionsystem and discusses the positive impact of the network public opinion on the fivesubsystems constitute to the government decision-making system to reach its positiveimpact on government decision-making system.Network public opinion doped false information, groups, non-rational, it is notenough to represent public opinion. With these defects, the negative impact of thenetwork public opinion on government decision-making has been conducted. Thepaper suggests that the negative impact of the network public opinion on governmentdecision-making is also reflected in the negative impact of public opinion on the fivesubsystems of the government decision-making system.Finally, starting from the perspective of the Government, the paper gives somesuggestion on how to limit false and irrational public opinion.These recommendations include raising the ability of the integration and controlpower of the Government’s network public opinion, to adhere to multi-prongedapproach to guide public opinion effectively, to strengthen the supervisionmanagement of the building of the network legal system.It is hoped to limit the limitations of the network public opinion to influencegovernment decision-making in a certain extent and enable the network to produce agreater positive impact on public opinion to government decision-making.
