As a third source of profit, logistics has become the new economic growth pointin the enterprises, regions as well as countries.Distribution is the ultimate way toachieve logistics activities, while it is also a key way in it. And the developmentallevel of the logistics enterprises will be affected by whether the distributions succeedor not.With the emergence of third-party logistics, professional logistics companiescontinued increasing. We have been dedicated to improving the overall efficiency,making the resources optimized and integrated, reducing the total costs of logisticsand improving the satisfaction of the customers. All these things we do aimed atenabling enterprises to remain invincible in the profession competition. Distributionis the point to emphasis on. Third-party logistics, acting as a systematic project on thebasis of IT, its distribution efficiency will directly affect the operation of the entirelogistics companies. At the same time, there are many defects of the traditionallogistics management, such as a serious waste of resources, low security ofdistribution, high costs of transportation, inefficiency etc., which makes it cannotmeet the needs of the times, and the services provided by it cannot meet the growingneeds of logistics.This research is supported by Hunan Science and Technology special projects, Inthis article, by using the theory and core technology of the distribution of logistics,the current situation of the distribution of logistics in domestic and international areanalyzed, the concept of third-party logistics, the theory of routing optimization andthe process of distribution are elaborated. Based on third-party logistics distributionsystems analysis of demand、function and process, the distribution system shouldprovide three functions such as customer order management、vehicle schedulingmanagement and transport monitoring management. Carrying on system overalldesign, according to the requirements it can be divided into three sub systems: ordersub system, under which workers should understand the place, class and quantity ofdelivery, automatically receive the customers’ orders, generate order records;Dispatch sub system, according to the destination and time on the order, optimizingthe logistics path, devising the improve Genetic Algorithms for reasonabledistribution in order to solve the Vehicle Routing Problem. The last one is Monitorsub system, using the technology such as GIS and GPS,the position of movingvehicles can be monitored. On this basis, using Java language as a development of language, using SQL Server as a backstage database, achieving system functions,reducing costs in effect, at the same time, carrying the goods to client.However, it is still not clear how we could integrate the resources of third-partylogistics, expand the business scope of services and reduce the repeated-constructedresources rate. In future research, we will focus on the study of joint distribution ofthe logistics enterprises and designing a third-party logistics collaborative distributionsystem which intends to make the idea of collaborative delivery of logistic enterprisescome true.
