| Nowadays the MSC Pool technology in soft switching networkhas been widelyintroduced by Chinese Mobile Operators due to the significant increasing consumption of mobile service via internet Protocol (IP) technology inmobile communications industry.However there are great potential risks of the ordinary network structure because the initial soft switching equipment network keeps the topology of tree network model. Therefore the MSC Pool network technology, which is referred as an important technical development symbol of Mobile Operators, not only has adapted to cope with these issues but also to maintain competitive advantages over others in mobile communications industry,furthermore it has been promoted to the entire network of the organization step by step. Although the technique is still in its test stage that lacking of experience in the implementation of the existing network transformation so that introducing the risk management is an essential element of MSC Pool network transformation project.This study will focus on the risk management of MSC Pool network transformation project. Firstly, it will introduce the concepts of risk management and the analysis methods. Secondly, applying characteristics of risk management practice into communication project with specific case. For case study, the MSC Pool transformation project of provincial company A of China Mobile has been illustrated, the key issues and risks of the project will be analyzed based on the methods and measurement of project risk management. Initially, the potential risks could be classified into different categories:possibility, severity and controllability risks, moreover this part will divide into identifying the priority among various risks of the project and carrying out the effective risk management approaches of this kind of project. Finally, to compare the actual case of MSC Pool network reconstruction in city Y, this study will determine the improvements of project risk management based on this case, meanwhile the importance and necessity of the project risk management during the existing MSC Pool network reconstruction. |
