With the development of social economy, the radio communication technologyhas spread to every field of our social life. The demand to radio equipment is growingrapidly, combined with the endless appearance of new technologies and new services.The environment of the radio spectrum is turning more and more complex. Therefore,there is an urgent need for a new radio management technology to adapt to thedevelopment of radio communication technology. We will do it in accordance withthree principles: the first one is to advance the construction of new radio monitoringnetwork and to satisfy the later radio technology development needs; the second oneis to actively integrate various systems’ function and performance, promoting thematching of the monitoring system to the system application platform; the third one isto combine management mode with technology, promoting the switch from relyingpurely on technical facilities to the system integration application, expanding radioregulatory means, and increasing the work efficiency of radio management.The biggest characteristic of the grid concept in the application of radiomonitoring and management is that it is based on data monitoring. It strengthens thecontact among three aspects: radio monitoring technology, radio business applications,and radio administration. It provides a new technical support to radio managementand may meet the future need to the cause of radio communication. This paper mainlyworks on the following few points:Firstly, in view of the phenomenon that the current wireless communication device has been switching to the direction of digitization, miniaturization, andintelligence from the narrow band, high power transmitter gradually, and that thereare some blind spots in the traditional large-scale monitoring stations, which can notdetect the low radiation power faraway, and can not assess the spectrum utilization ofa specific region, the grid based and distributed radio monitoring system is introduced,which is covered with seamless monitoring coverage, acknowledging the spectrumoccupancy distributions and changes of a local spatial, providing technical support toradio management.Secondly, in view of the reality that a series of information system in radiomanagement at present, such as the radio station management system, the monitoringand direction monitoring system, the EMC application system can only deal with theinformation of their own systems, but can not share the data and information withother systems, it uses the grid technology to improve the interworking andcollaborative performance among various systems, combining organically the alreadybuilt various radio management information systems with each other, and provides amore comprehensive and scientific information to radio management.Thirdly, in view of the fact that the existing extensive radio management patterncan not adapt to the radio management work, and using the grid management thought,to switch the traditional passive management mode to an active service one, promotethe accuracy, digital nature of radio management, and realize the innovation of radiomanagement.The above three studies are the applications of the concept grid in the threeaspects of radio monitoring, radio business information system, and the radioadministration. At present, the domestic studies of the concept grid application inthose three aspects are still in their initial stage, with no successful example.Therefore this research is forward-looking, guidable, and exploratory.
