Study On Information Management Model Of Returning Farmland To Forest(Grassland) In China

Returning farmland to forest is an important forest ecological project that dominated bygovernment in China at the turn of the century, is also a major construction project which issystematic, comprehensive, social, regional and timeliness. Returning farmland to forestproject involves many sides, it is with strong policy, voluntary participation of the masses,complicated working procedure and more difficult management. With the development ofinformation technology and the pace of social progress, people have realized that only withthe help of information technology, scientific development and modernization of forestecological project can be achieved.Based on the application of information technology, information management ofreturning farmland to forest in China goes through three stages: the beginning stage, theexpanding and application stage and the developing stage. Although remarkable results havebeen achieved, it lags far behind the requirements of the development of informationmanagement. This certainly needs thorough theoretical research and practical exploration.Based on the profound connotation of information and information management, this paperanalyses the characteristics of framework of returning farmland to forest informationmanagement system, probes into and summarizes the following three models of informationmanagement of returning farmland to forest. First, the application model of single computerwith the characteristic of single computer system; second, the information management modelwhich is characterized by the application of MIS and3S technique; third, the model ofKnowledge Management System which is characterized by the application of informationmanagement system and network technology.This paper summarizes main experiences of the information management of returningfarmland to forest in China on development framework, managerial competence, constructionof organizing and managing system, construction of an information management standardsystem, points out the problems in research and application to the case study of the WuqiCounty of Shaanxi Province. According to the requirement of construction of informationmanagement and the characteristics of management of returning farmland to forest, it putsforward the corresponding proposals on the acspects of application of information technology, reconstruction of returning farmland to forest project system, changing the concept ofinformation management, strategy of information safty, regional disparity of informationconstruction.
