With the improvement of the tax revenue management professional level,taxpayers demand diversified service, howevey the personnel service quality of taxofficers is uneven. The phenomenon that filling in the form needs a long time, is lowaccuracy, and probably do it again, is very common，when processing the tax service.Efficiency and quality of filling in the form seriously restricts rising of tax service. Inorder to optimize tax service further and resort problems that filling vexed, fillinghard, low accuracy, high rewrite percentage of the form, we research the free-filledtax Management system.We employ survey, observation, experiment, functional analysis to analysissystem. We employ method of software engineering in our system development. Weuse the method of structured life cycle to analysis and design system overall andemploy prototype system to develop the system. The paper describes the user case andflow diagram in investigating demand analysis basis. In the research of framework wealso do detailed design.The MVC three-layer structure data layer, business logic layer, the presentationlayer, which the system uses, is low coupling, scalability, etc. the presentation layeruses IE plug-in with BHO to realize connection of this system and CATIS. Wedevelop a new satisfactory, efficient, flexible and scalability form engine. We employJ2EE (EJB, JNDI, JDBC, WebService, Selvet) and webservice in the business logiclayer and employ struts2+spring+hibernate in the data layer. We accomplishcomprehensive, easy-to-use and security enterprise tax anagement system which savetax service time and improve service quality.Our system has friendly interface, high maneuverability, accuracy, integrality,security, auxiliary, scalability. The system reduces taxplayers’s burden, avoidsworkers useless type-in, reduces audit time and improve work efficiency.
