A proposal of Service Oriented Architecture makes Software Development fromtraditional object oriented mode to service oriented mode. As business assets in theorganization internal of the heterogeneous computing resources by sharing, reuse andcomposition, Web Services have gradually become building E-Business applicationbased.With continuous improvement of SOA development mode and the rapid developmentof Web Applications and e-commerce, Web Services providers and Web Services numbersbecome increasing and a set of Web Services of fulfilling the same function are more andmore large. There is a problem to be solved urgently that how we can research on QoS ofWeb Service Quantitative Evaluation and find high quality services from fulfilling the samefunction services set.With resort to its such obvious characteristics of indefinite small sample, informationcovering and multi-perspective, Grey system (GS) gets good application result in many fieldsof prediction, evaluation and decision in recent years. Many characteristics show that Internetresources (or Services) have obvious gray, which are the openness, dynamic, growth,autonomy, diversity of Internet resources (or Services). Domestic and overness the researchon applications of GS theory is not sufficient in this field at present.This paper summarizes the achievement and drawbacks of the Quantities of Service(QoS) of Web Service evaluation methods home and abroad, proposes a new mode of QoS ofWeb Service quantitative evaluation based-on grey system theory from the effects of Webservice QoS factors, carries on the classified analysis, i.e. selects QoS of Web Serviceevaluation factors, and determining the weight set of quality factors, hence computing greyrelavence degress between quality factors and perfect reference datum. A example is given, inwhich the evaluation results of QoS of Web Service concerning weather information andholiday Service from QWS Dataset is concluded, existed method is compared with it, andthen future work is proposed.The results show that the model is consistent with the application characteristics of thegray system theory and development direction of Web Service application, dynamicallycalculates the corresponding QoS values according to the different requirements of usersrequesting for QoS, and users can selects optimal satisefied Service they need from a pluralityof Services. As tool of QoS of Web Service quantitative evaluation, it is the foundation ofWeb Service trustworthy application and electronic commerce.
