On October31,2010, Shanghai World Expo whose theme is "Better City, BetterLife" officially came to an end after184days exhibition. China will usher in the"post-World Expo" Time, at the same time will also open the prelude of theconstruction of "The Twelfth Five-Year Plan". How to achieve effective conversion ofthe outcome of the Expo becomes concern to our community. Urban Development inthe "post-World Expo" time has become a new topic.CPC Central Committee and the State Council issued the proposed draft of the"Twelfth Five-Year Plan" on October18,2010, which are being focused a lot andbecome a hot topic of all fields of society. The proposed draft made the following basicrequirements:"Adhere to building a resource-saving and environment-friendly societyas a key way to accelerate the transformation of economic development. Thoroughlyimplementing the basic national policy of economizing on resources and protecting theenvironment, saving the energy consumption, reducing the intensity of greenhouse gasemissions, developing recycling economy, promoting low carbon technologies,addressing climate change, promoting coordination between economic and socialdevelopment and population, resources and environment, persisting in taking the road ofsustainable development""Shanghai World Expo will continue to brought about opportunities to promote thetransformation, new ideas, new models will be integrated into all aspects of urbandevelopment, energy saving, environmental protection will become a breakthrough inthe development of transition", said Xiao Lin, a Deputy Director of ShanghaiDevelopment and Reform Commission. After nearly half a year of exhibition, ShanghaiWorld Expo opens a never ending "Tour after the Expo". Among them, one of Expo’sinitiatives "Urban Best Practice Area" is the best in the "post-Expo article". Accordingto reports, a number of city cases will be "replicated" in China. Taipei CaseMuseumⅠis one of the typical venues, its topic is march toward Recycling andSustainable Society, demonstrated the experience in resource recycling. As an exchangestudent in Taipei, I carried out an investigation to this problem, and this thesis mainlydiscusses the issues of recycling centers site planning in Taiwan.Firstly, we described the background of the research problem, then generallyreviewed and summarized involved issues and problem models on site planning; Secondly, we focused on the introduction of one of the latest developedinternationally swarm intelligent optimization algorithm—the Glowworm SwarmOptimization (GSO). We introduced the development, the main features and basicprocess of the algorithm, made a comparative study with the ACO algorithm and PSOalgorithm which were extensively researched both at home and abroad. After that, weintegrated the GSO and PSO algorithm effectively, improved a new algorithm—theGlowworm-Particle Swarm Optimization (G-PSO).Then we tested the new algorithmby the benchmarks in the production scheduling, and verified the validity of the G-PSOalgorithm.Thirdly, we designed two models for solving site planning issues of recyclingcenters in Taiwan, then solving the problems with the G-PSO algorithm, gave a visualdisplay of the results using the GIS tools. Finally, we made a comparative study on theresults of the two models.Finally, we make a necessary conclusion and prospects on the content and theresults of paper.
