Nowadays, the enterprise information management has become an inevitable trend ofmodernization. The database system is the important means to implement informationmanagement for enterprise, while Power Bill Monitoring and Management System can notdo without the use of database system. The traditional means of managing electric chargeby manual work not only can not supervise stealing electricity effectively, but alsomanage electricity inefficiently, and at last makes company overhead increase. Conform tothe requirements of a new era, Power Bill Monitoring and Management System uses theinformation technology and change the way of enterprise manage electric chargecompletely, and solve the problems caused by artificial management.The system use three-tier development model in browser/server architecture and thestructure is divided into User Interface layer, Business Logic Layer and Data Access Layer.According to the needs of the system, and after a detailed analysis, system uses SQLServer2005database and this paper launched a detailed study on much technology systemimplementation used, such as database access technology, database index, storedprocedure and the trigger, the cursor and so on. Besides, database’s long-term and stableoperation need to take relevant protective measures. Combined with the characteristics ofthe database, this paper takes measures in terms of database security, integrity, as well asbackup and recovery to protect the security of the database system.In power bill monitoring module, this paper uses Web Service technology to achievethe read of power environment server’s data and Data Storage in monitoring client. In thepower Central server, this paper completes the Web Service’s design and publishing.Meanwhile, it completes Web Service’s call and data storage in monitoring client.After running and testing,it prove the stability and strong security of system, as wellas good scalability and maintainability. It not only realized the data reading andmonitoring in power central server, but also can manage the electricity efficiently.
