Design And Implementation Of E-government Information Security Emergency Response Management Platform

It is an overall and long-term decision for governments to prevent major unexpectedinformation security incident and reduce the extent of loss. It plays an important role insafeguarding the information security of e-government network as follows: use advancedmodern information technology to optimize emergency management process, establish ane-government information security emergency management platform with features asinformation dissemination, early-warning, incidents disposal and appraisal. It providestimely and comprehensive information of events for decision-makers to disposalsignificant information security events. At the same time, timely and effective treatmentwhich is according to standard treatment process is also of great significance.The paper analyses the main problem of the current Chinese e-governmentinformation security from the overall situation of the current e-government informationsecurity. Basing on this,it explains the significance of establishing e-governmentinformation safety emergency management platform in details. Function requirement andcapability requirement of e-government information safety emergency managementplatform are further analysed according to affair characteristics of e-governmentinformation safety emergency management. After that, system architecture is designed byusing the achievement of requirement analysis. The platform receives information ofsecurity threats, vulnerabilities, and event from other external system. The comprehensivejudge module will discriminate and classify the information after data formatting. Userscan release warning information of security threats, vulnerabilities, and events accordingto the classification. Simultaneously, they can require the relevant personnel to makerelated prevention and treatment measures. In addition, the platform also provides thefunction of announcement which could be used to release other related emergencyinformation. Finally, it tests the function of the platform from the angle of the project. Also,the system is further revised and perfected according to the test result.
