With the development of the modern electronic technology, video surveillance have been widely used in many industries, and vehicle video surveillance is an important part of the security field. There many kinds of risk factors in the long-distance freight and passenger transport industry. So we need a stable and reliable vehicle video surveillance system to ensure that the goods and people are safety. The users can control the route and speed by the the platform, and implement the real-time streaming transport. The existing vehicle video surveillance systems’versatility and availability can not satisfy the market requirements.This paper fully analyzes the market demand of vehicle video surveillance system, and design a streaming relay server with high availability and effectivenes. By the use case diagram we describe the overall design of the platform, and specific describes the design and implementation of the3G streaming relay server. In the3G streaming relay server module, using RTSP to establish the audio and video streams, using RTP/RTCP to control the audio and video transmission. Finally, testing results and market feedback show that the vehicle video surveillance system’s availability and effectiveness basically satisfy the customers’need.
