Administrative reform will be one of the most important tasks of our government in thenext few years, and fiscal administrative reform plays a key role in the whole reformation.The advantages from scientific and meticulous administration show all the reform direction,while the electronic and information technology lays the foundation for the reform process.“Government Fiscal Management Information System (GFMIS)” is proposed to create abetter environment to accelerate the reform and solve the technical problems in it.Scientific and refinement of fiscal management is an important content of deepening theadministrative system reform. The administrative management of our country has stepped in anew stage that emphasizes the acceleration of government functions transformation and thepromotion of administrative creation. The17th Party Congress proposed to accelerate thesystem reform of administrative management, focus on changing functions, straighten out therelations, optimize the structure and improves the efficacy, thus could from a administrativemanagement system which realizes a unify between power and responsibility, a reasonabledivision of labor, a scientific decision, a smooth implementation and an effective supervisionto strengthen society management and public service. Finance, as a government macro-controldepartment, is responded to accelerate the transform of fiscal function, strengthen theFiscal supervision and management functions, to fully realize scientific and meticulousmanagement. To Fiscal department, these actions mentioned above is not only duty, but alsodemand of modern management development trendsFinancial work is highly related to politic and is very specific, since it relates to allaspects of vital interests. With a growing number of livelihood politics implementation, thefiscal department’s service objects have expanded from companies and enterprises tothousands of families. Good fiscal management can fully and smoothly execute good policy,which will finally benefit the public. Nowadays, with the rapid development of networkeconomy and information network technology, fiscal department need to follow up the trendsand promote the construction of unified fiscal application-support platform actively to supportfiscal work.The construction of platform is the base of “Government Fiscal ManagementInformation System (GFMIS)”, which is like a standardized outlet that could suit for differentsorts of plug. The Surface applications systems can get connect into the outlet through allkinds plugs to build unified financial business applications.The goal of GFMIS is to build a fiscal administrative system based on informationtechnology for the government. The application support platform of GFMIS is the central part of the whole system. The platform standardize the data structure, specific financial operation,componentize basic function and process the centralized database, providing necessaryservice for all kinds of applications. After a global analysis of the platform, this paper focuseson an example that supports multiple applications, researching the operation mechanism,design method and development direction of it.This paper consists of four parts. The first part introduces the developing background ofGFMIS and its significance in the fiscal administrative reform. The second part analyzes thegeneral framework and related functions of GFMIS. In the third part, an example of GFMIS’splatform and the applications running on it are studied to reveal the core concept of theplatform’s development, several ideas are proposed for the optimization and improvement ofthe platform. In the last part, the importance of the platform is summarized to show its historicposition of the reform.
