Cadre education and training is a long-term strategic task in China. It is often difficult to achieve a complete face-to-face cadre training, which tends to be affected by such factors as venues, faculty, staff, and funds. With the development of information technology, to carry out the online training of cadres can balance cadres’ learning against their working, saving training expenses and achieving customized training. This is a useful supplement to face-to-face training.This paper develops an online learning platform with the combination of "teaching, learning, management, assessment and enquiry" on the basis of b/s structure, NET and SQL Server. With the assistance of this platform, cadres can participate in learning activities anywhere at any time. The platform improves cadres’learning efficiency and transforms "passive study" into "active study" so as to crystallize their learning objectives and differences. And the system of cadre training plans can serve the purpose of planned learning and can guarantee its smooth enforcement. This online platform facilitates the assessment and management of carders’ learning behaviors, and the analysis of training results. This is of great significance to widening the range of training, promoting innovations, and even enhancing training effects.In the first place, the design of the online environment in which the platform is working is subject to such considerations as number of carders, training needs and scales and budgets. Secondly, the modes of cadre management and operation should be conceptualized for learning process and functional framework. Each flexible "learning class" for a course can be regarded as a unit is to the interest of various carders at different levels. The platform with different "learning classes" can meet the learning demands of carders at diverse levels. Finally, a proportion of its functional modules are to be developed later.
