With the development of economy and society, it put forward higher request of thegovernment’s ruling ability. Undoubtedly, it is effective way to improve the ruling abilityof the government by simplifing office processes and improving office efficiency. Chinesegovernment departments at all levels attach great importance to the use of advancedinformation technology to improve ways of working. Today, office automation systembased on the wired network has become very popular in the government departments.With the continuous development and improvement of mobile communicationtechnology, it provides a new opportunity for the office mode of government departments.In the traditional office automation systems of government departments, the wirednetwork is widely used for the need for security. It means that, once you leave the office,you will not be able to handle the office affairs. So, the wired network becomes hinderedfurther improvement of the office efficiency. BlackBerry mobile application solutions, hasstrong security and portability in the the government intranet by BlackBerry EnterpriseServer and BlackBerry mobile terminals. From this way, office staff of governmentdepartments can use the dedicated client to fast access to the network office systems, so asto get rid of the internal wired network; anytime, anywhere they can process office affairsto further improve office efficiency.In this paper, it have a research of mobile e-government system, which based on theanalysis of the application of the status quo of the existing office automation system forgovernment departments, and have finished the main functions on custom development,according to government departments demand characteristics. The part of mobilecommunication is based on BlackBerry communications business which is jointlylaunched of China Mobile and the Canadian company RIM.The development process iscombined with the BlackBerry mobile application solutions with Java (J2EE, J2ME)development platform.This study designed and implemented the transformation server anddedicated client which achieved the purpose of mobile OA of government departments.This paper is important of the progress from the existing office automation system ofto the mobile office of government agency.
