This thesis to Hangzhou Xiacheng District social security dynamic video onitoring system integrated management platform for research object, from Xiacheng District cial security dynamic video monitoring system construction and operation situation and management application requirement, based on the relevant standards and technical specifications of national, ministry of public security and Zhejiang province, according to work requirements and guidance of the ministry of public security, the province provincial public security and Hangzhou city public security bureau, in the principle of "centralized management, distribution deployment, resource sharing, the pursuit of actual combat", has carried research on the design and implementation of video monitoring integrated management platform. The study discussed software platform technical architecture, SOA design idea and system structure, audio and video frequency decoding, streaming media communication and other key technologies involved in the system; analysis and summary the platform management, application, safety, and human-computer interaction needs; design the specific function, interface and process for each module; and the appendix part program code. The research test and verify the system design result, analysis the test results and data, and finally summary and put forward the future research direction.This thesis is mainly to solve the following problems:1) Using the J2EE architecture, to solve the cross operating system deployment problem, making platform can deploy and transplant on Windows, Linux, Unix, PC server, minicomputers, and other operating system, greatly improving the adaptability of the platform on the hardware and software environment;2) Using SOA architecture oriented service, to solve the problem of platform service module distribution deployment, system scale and application functions of continuous expansion, reduce the coupling degree between each module and improve system efficiency and later supporting capacity to system size and application requirement development;3) Using FLEX rich internet application design technology, to give with C/S structure comparable application experience in the B/S structure, effective to solve the traditional B/S client cross-browser compatible problems;4) Using streaming media network communication technology based on RTP/RTCP and RTSP, improve reliability of the media communication performance and video on demand business, and lay the foundation for this platform to standardization direction evolution;5) Using the network protocol matching and video interface card management technology, to solve the different manufacturers, brand video coding equipment and coding agreement compatible suitability problem, greatly improving the compatibility and the platform of the system hardware environment adaptability.
