The safety managementmode has already changed from Passive safety management and inquiring person whois responsible for to identify potential risks through the systematic mode, so that we canreduce accident possibility and accident consequence severity and change managementmode in order to control risks before. Therefore, the establishment of safety and qualitymanagement system can effectively improve the level of the air operator safetymanagement, especially in the trend analysis, safety assurance, risk management and soon. For the purpose of the establishment of aviation safety management system (SMS),combined with the actual situation in the airline safety management and operationmanagement, the safety and quality management system (SQMS) will help the airlinesto electronic digitized company’s overall safety and quality management, usingelectronic means to collect, analyze and statistic data in order to achieve effectivemanagement of safety and quality system. The system will improve scientificity ofsafety management by designing safety and quality management as the core, integratingthe QAR safety event management, event management, risk management, safety audits,safety monitoring, safety and quality training, using the scientific decision-support toolsto assist decision-making.For the above purpose, this thesis reseach how to realize SQMS by electronicmeans based on in-depth analysis of the various functional requirements of safety andqualitymanagement system. The main contents include:1. A detailed study of the core requirements of the aviation safety and qualitymanagement system (SQMS).2. A detailed study of the various functional requirements of the aviation safetyand quality management system (SQMS).3. Aviation Safety and Quality Management System (SQMS) design proposal. 4. Risk Management function realization and test.5. Study of application prospects and subsequent continued use of aviation safetyand qualitymanagement system (SQMS).This thesis is summed up the actual business needs on the basis of detailed analysison each workflow of aviation safety and quality management system; then analyzed theaviation safety and qualitymanagement system (SQMS) structure design which is fit forSichuan Airlines network and hardware environment, And completed the AviationSafety and Quality Management System (SQMS) structure design,functional modulesdesign, database design and so on, the functional design of this system to meet the coreapplication of the information management, risk management, QAR safety eventmanagement, performance evaluation of safety and quality management, safety trainingmanagement and so on. At present, the system requirements analysis, system structuredesign, functional modular design, database design section of aviation safety and qualitymanagement system (SQMS) and Risk Management function realization has beencompleted, the other moduels will be electronic in the future. |
