| Along with the forwarding of the reform and opening policy and the completion of social security system, the functions of civil air defense system has converted from the original anti-air attack of the city during war time, to the prevention and response of major natural disasters of the city during peace time. Although China’s City Emergency Response System construction started late, with the completion of China’s first Emergency Response Center in Nanning city Guangxi Province, it has viewed delightful development. This has greatly enhanced the capability for response and prevention of public affairs.This thesis proceeds from the practical requirements, accords to the principle of "Combination of Peace and War", follows the goal of building an efficient, sensitive and reliable flexible command information platform, takes the advanced communication technologies, CTI technology and ACD technology as the cross-system support frame, and presents a new dispatch and command mode which applies the Private Mobile Radio communication technology to solve the intercommunication problem between wired and wireless terminals; at the same time, the thesis concludes and designs the architecture of five core systems, respectively network the wired and wireless communication network, the command and dispatch network, the video transmission command network, the alarm information network and the internal system network, and takes the construction of command and dispatch system as main research object to design specifically, the main functions of the emergency treatment of participants-the agents, which are assisted by the pre-planning dispatch system and decision-making support systems, to achieve the established dispatch and command functions. By consulting the mature domestic and overseas design experience of Emergency response system, this thesis focused on the in-depth analysis and design of the linkage part of the system; through the design of the CMS communications services program, the dispatch and visit of the case information access interface, the voice control interface, the GIS interface and the recording control interface are completed; the linkage services, the linkage functions and relevant linkage standard interfaces are realized; the test environment is designed and the test program is verified.The Emergency Command Response System of XX Province" achieves one system, two purposes. The system has been put into practical operation, and plays an important role in the security guarantee work of the Olympic Games, drill exercises, emergency rescue service and other matters. The successful construction of this system has provided a strong basis for the design of other similar projects; it not only gains valuable experience and wins wide praise, but also achieves good social and economic benefits.However, along with the continuous development of information technology, how to support call by means of a wide range of efficient communication, how to provide more united response services, and how to provide more high-quality services, the direction of research are the next step. |
