Fund management as the core of the financial management of groups has become the focus of the relationships and contradictions among different interests. Centralized fund management is the current trend and the best practice model to avoid financial risks, make up the others’ deficiency from one’s own surplus, reduce costs and improve efficiency. Shandong Iron&Steel Group is a large diversified enterprise group with many subsidiaries, which are distributed over a vast area and whose required amounts of funds as well as internal and external settlement are huge. In order to ensure the rational allocation of funds, improve efficiency, lower utility costs and prevent financial risks, commercial group also adopted the model of centralized fund management, but has not yet realized information. This situation has affected the efficiency and level of the fund management of this group. Therefore, decision-making requirements of funds for construction management information system, built by the group’s information technology center and financial center of the Group’s capital management information system to meet the urgent needs of the realities of money management.The development of the system strictly follows the norms of software engineering from overall design to the detailed design, with a clear structure and distinct layers. This system includes seven subsystems account and upward fund transfer, downward fund appropriation, fund budgeting, internal transfer of accounts, loan management, direct bank-enterprise connection, with each subsystem having several functions. With clear demand location in the business unit, it can reduce the risk of system development to ensure the system functions to meet the practical needs.This system has been developed utilizing.NET development platform, ASP.NET technology to support the use of the Web Component base class library can be completed quickly develop. System architecture based on B/S multi-layer architecture, completed for the extranet and intranet applications, N-tier architecture of Web-based middleware technologies and large databases. N layer including a data layer, business logic and presentation layers composed of the browsing device-WEB server application server-database server..NET Framework, it has the persistence and loosely coupled application of this framework to develop the database system can achieve very good separation of data access control and application logic, and the system has excellent scalability, portability, security and maintainability. ASP.NET modules and components, has better scalability and can be customized, and multi-layer structure in the ASP.NET technology, a Web development flexibility, effectiveness, shorten the development cycle a bit. At the same time, the system data access to consistent, high-performance, high compatibility of the data access interface ADO.NET components.In summary, under consideration of the Shandong Steel Group’s fund management business needs, reflecting on the basis of system ease of use, flexibility, security, design and the development of Mountain Iron&Steel Group Capital Management System. Practice has proved that in the process of system operation, excellent performance, security, stability, development of fast, high performance, cross-platform, easy to expand to meet the Group’s funds management business needs, based on the study of this system also raise the Group’s capital management the level of information, strengthen financial risk control, to enhance the efficiency of fund management.
