Mobile phone payment is a new tendency of e-commerce and establishment of theplatform of mobile phone payment is the basis of developing mobile phone paymentservice. This paper summarized techniques and methods of software engineering indeveloping China mobile payment platform project and made overall analysis forestablishing China mobile payment platform. Communication standards of interface on mobile phonepayment platform were designed on Web Service interface and rules of Message Headerand Message Content are augmented in detail.Fourthly, Specific designs of mobile phone payment platform on the function ofreal-time online trade and non-real-time online trade were realized. The real-time onlinetrade can be realized by HTTP+XML and the non-real-time online trade can be done bytransferring trade document through FTP agreement. And access gateway can bearranged to make all the related units to get unified access.
