Video surveillance system with computer processing capabilities and video technology, has become an important part in modern security system.3G wireless video surveillance system to fully utilize the computer’s high-speed data processing capability, video capture and processing to the wireless network as a carrier for transmission, and use high-resolution display of image display. However, surveillance video has large amount of data, If all images are compressed high-definition compression encoded data volume, bring some video transmission constraints. For the surveillance video, the background is not important information, which can be relatively large compression lossy compression; Video monitoring is an important goal of the information, the compression process should make it clear. With the inherent characteristics of3G wireless channel, in order to get better image quality under the lower storage space conditions, and limited bandwidth to quickly transfer images, this paper presents a content-based three-dimensional set partitioning in hierarchical tree algorithm (3D-SPIHT), based on the traditional3D-SPIHT algorithm embedded region of interest mask, makes the coding region of interest data first. And simulation in the MATLAB environment to achieve, make the image analysis with the PSNR, the human eye visual effects and other parameters. Experiments show that the improved algorithm in the same bit rate the quality of the image region of interest recovery is better than traditional3D-SPIHT.
