With the arrival of Information Age and the development of Internet Technology, the location service is more and more popular. Along with the composite development of multimedia technology and communication technology, smart phone becomes an essential part of daily life gradually. Comparing with the traditional location service, the application of the location technology based on the smart phone has unique advantages in its own portability, expandability and accuracy. And it is significant to the locating and tracking system based on the smart terminal, which will develop next and with bellwether.This system conducts design and development based on the QT platform, and it has a good property of cross-platform. The system has the functions of person orientation and tracking. You can achieve all these effects only with a mobile phone, without using any professional location and navigation equipment. Combined with GPS, we can get accurately located through the location technologies of GPS and Cell-ID.System use C/S and B/S structure mode, TCP multi-threaded communication method to ensure its reliability. Mobile client is responsible for collecting and sending information, data and related information is rocessed by the server-side, while web browsing provides real-time location and tracking information display. Through good man-machine interface and simple operation, this system provides personal locate and track management. Because of low cost, strong expansion in vehicle management, logistics, and security areas of positioning, this system has good prospects.
