The transformation of fixed network intelligence is an important action of china telecom, which is to improve the network condition, speed up the new service opening, fully utilize the existing fixed network potential and the advantages. This paper based on the project of Hunan telecom fixed network intelligence, it mostly revolve two subjects,"optimizing the structure of network, and importing SHLR to achieve the goal of fixed network intelligence" and "triggering intelligent services based on user attributes".Firstly, based on the practical situation, the paper analyzed and compared the existing three experiment intelligent solutions of importing SHLR in details and from several angles, for example, support technology、the difficulty of implementation、 service opening, etc. From the result, the paper designed and carried it into execution. Especially, this article made a particular description to the aspects of network organization、important network element construction nets amalgamation number scheme and support systems.Then, focused on the problem of triggering intelligent services hardly, before the transformation of fixed network intelligence, this paper proposed a solution to triggering intelligent services with SHLR. In order to carry out the solution, the paper began the research from theoretical investigation, and it analyzed the signaling system of intelligent network and the BCSM model of triggering services. Meanwhile, the paper also investigated the key technology deeply, which stored and returned the access code with SHLR in the process of triggering services. On this basis, the paper completed the integrated solution design finally and proofed its feasibilities and advantages by actual business. Compared with the previous solution, the actual result showed that this solution could screen the difference of the local switching’s ability of supporting service, reduce the route circuit, avoid trigger repeatedly and it also could support nested intelligent services and so on.
