Today, increasingly sophisticated network video surveillance andcommunications platform combing embedded technology, are widely used invarious fields. Network video surveillance,breaking geographical boundaries,realize a remote control. However, with the raising of "Any Time, Any Where,Any Device" and other concepts, ordinary network video surveillance will notsatisfied various requirements of users any more."Mobile video surveillance"has been the answer to this question. But there are some limiting factors ofmobile terminal,such as CPU,memory,resource and network,etc. Google Inc.announced open mobile software and hardware platform of "Android" in2007,whose open source and excellent scalability not only bring opportunities forremote monitoring with mobile devices, but also promote development of mobileterminals.So develope and design the system of real-time remote monitoringvideo with mobile devices which based on the Android,will bring us both practicalsignificance and broad market prospects.In this paper, mobile terminal remote real-time video system which isbased on Android platform, is been designed with three modules of the videotransmission, the video decode and the service control,and achieves a friendlylogin screen and the remote real-time video playback. The entire system uses C/S mode, the RTP/RTCP transport protocol, the H.264compression standard andwrite code with the Java language. To protect the media playback quality,RTP,congestion handling, data packet reception optimization method has been used invideo transmission; To improve the decoding efficiency of the terminalsystem,FFmpeg code of transformating as decode library and quality feedback,keyframe handle and FFmpeg transformation method has been added.To meet thedemand of service control, control protocol and interface in the control modulehas been designed.Finally, the system achieves login screen and remote real-timevideo playback, improves the decoding rate and reduces the system processor resource utili zati on t hrough functi onal and perfor mance t esti ng.
