Acorroding to the national breau of vehicle purchase tax business processing requirement and the actual business needs of the County, XinJiang Manas National Tax Brueau researches and delelopes a new tax service system nameed Manas Vehicle Purchase Tax Collectiong and Management System. By the state administration of taxation on wehicle purchase tax requierments, this system is mainly to satisfy the requirements of the vehicle purchase payers, to collect the information of the new vehicel products, determine the vehicle purchase tax minimum tax price, to record the vehicle purchae tax payers information, to do the daily business and the communicating with other tax information systems.By the result of the site investigation and related material, I decide to select the object-oriented development technology, the3-layer code development framework,.net code development tools and Oracle lOg Database techenology to realize the related function of this system. This Paper mainly includes the system structure, system function structure, datebase, deployment enviroment, function module, etc. In addition, this Paper focuses on the expounding of the key functions, including the basic information setting function, prices information management function, free pictures management function, bulling management function, and the collection of business function. In order to guarantee the quality of this system, a strict system test should be used in the development processing of this system. We mainly to solve the reconstruction work of the business model and to determain the requirement scope and details in the system development process.
