The telematics management platform is the central management platform of China Telecom telematics system, the main work of this paper is to design and achieve the air service functions and statistical management functions of this platform.With the rapid development of the Internet, computers and other information technology today, in the tradition automotive industry, a result of a variety of subjective and objective factors due to the driver, the road environment, traffic accidents still frequently occur. In recent years, telematics was derived from the rapid development of the Internet of Things technology. Automotive networking and intelligent vehicle has become the preferred way for countries to solve the traffic problems. This platform comes from the China Telecom project. It can be used to manage and statistic the vehicle in telematics system. It helps to improve traffic safety and optimized road resource allocation.This paper researches and analysises the demand of telematics management platform. It chooses China Telecom’s CDMA network, uses OTA technology, hash key and MAC encryption algorithm, designes the model and business processes between telematics management platform and vehicle terminal, defines the OTA message format and interface specification. The platform which adopts the SSH framework and WebService technology, achieves air service functions and statistical management functions and compatibles with third-party business platform. The platform to meet a number of vehicle terminal resource management, statistical analysis and monitoring of car networking systems to meet the system requirements of the China Telecom, through the relevant networking test, provides a solid foundation for the China Telecom subsequent telematics system layout.
