In order to meet the demand, the development of social insurance is in great need to follow up. The technical support of the information system is the core part of improving the social insurance. Therefore, in accordance with the requirements of the labor and social security department and the municipal government, from the beginning of2001, it has planned to build an integrated labor and social security management information system with progressiveness and representative, in the line with the trend of the times as well as the city’s economic development level. There are21sub-centers and a medical insurance settlement center in the city’s18districts and counties, development zones, bonded zones and high-tech zones respectively according to the administrative divisions.The Tianjin Labor and Social security management information system is a complex system of engineering, which consists of several subsystems of the management of social insurance, social insurance premium, office automation, and labor and social security and business. This paper takes the design and implementation as the main point, combining the expertise of social insurance Held with today’s computer applications of several new technologies based on the reality. It discusses the application of the object-oriented software development technology and multilayer Client/Server system in constructing social insurance application system, by research of demand, the overall design, detailed design and the applied research on network storage, backup and recovery, system security technology. This paper also determines the network-building programs through the analysis of the characteristics of the social insurance data.The system will be in strict accordance with the principle of integration, feasibility. practicality, forward-looking and the protection of existing resources. The main idea is to take a centralized data distribution strategy and establish a centralized database resource to achieve a unified collection of live insurance. It adopts the advanced server cluster technology and large-scale distributed database technology to achieve the centralized data processing. Meanwhile, it will establish a WAN connection between the city center and21sub-centers, medical insurance, computing centers, designated medical institutions and financial institutions. The platform will be reserved which connects the Municipal Labor Bureau and the Ministry of Labor, Social Security and government departments, taking full account of the redundancy and forward-looking of the system.
