Evaluation System Of Social Security Housing Policy In China

Housing is a basic human right; it is not only concerns the welling of the citizens, but also concerns the stability and equality of the society. In the juncture of China’s economic system transition, the differentiation of city social class and city space influences and hinders the city’s movement to some extent, so it is of great emergency to construct a social security housing supply management system and its evaluation system with Chinese characteristics according to Chinese special national conditions in order to provide a kind of effective policy supply for citizens, esp. for the low- and middle-income families.This dissertation reviews the evolution of China’s social security housing system, and analyzes and searches the effective solving of housing problem in some representative nations or districts in the world, which helps us to gain an positive influence and a good reference to our nation’s social housing supply policy from their successful experiences; then, we try to put forward the reasonable, effective policy evaluation model according to definethe conceptions of social security housing, public policy, policy evaluation and so on. The three stages of the model are: verification of the actual effect of the scheduled goal of such policies; confirmation of actual effect of relevant parties of policies; demonstration of the actual effect on the policy environment, then, it constructs the policy evaluation model of the domestic social security housing policy, and on this basis, we further explain operation of the model in specific cases, so we take Nanhua community in Kangqiao district, Pudong New district, Shanghai as the case; we systematically evaluate its social security housing policy in the model, acquire the actual results, and finally put forward some suggestions on its corresponding adjustment.Meanwhile, combined with our nation’s special situation and actual conditions, we sort out some problems during the execution process of the social security housing problems, and also bring up with some suggestions and measures on policy or evaluation by aiming at these problems.
