Farmers Interests Under The Perspective Of Returning Farmland To Forest Policy Performance Research Of Sichuan Province

Since pilot implementation in1999，China’s Sloping Land Conversion Program hasmore than ten years. As the longest time and widest range afforestation project since thefounding of the People’s Republic of China， Sloping Land Conversion Program hasproduced far-reaching impact on the ecological， economic， social， cultural aspects.In this sense， Sloping Land Conversion Policy(SLCP) is beyond the scope of anecological restoration policy， what is more obvious in the second round of the Grainconsolidation phase. The top-down， government-led land-use replacement policyperformance is generally concerned by both the government and society. The ecologicalbenefits of SLCP has being focused on by traditional academic research to judge thepolicy performance， but the consideration of the interests of farmers take the secondplace. So， in the new stage， designed to start from the interests of the farmers-the mainbody of Sloping Land Conversion Program， this thesis is doing research the SLCPperformance from a particular perspective. Sichuan Province is the starting and importantimplementation area of SLCP， and has an important ecological role， whose SLCPperformance has a typical representative of significance in all the country. Therefore，combining the case studies， this thesis study the SLCP performance in SichuanProvince， And draw relevant conclusions and some advice.The thesis is divided into six parts:The first chapter is an introduction. Introduces the research background，significance， research goals and content， conceptual ideas， frameworks and methods，as well as home and abroad SLCP performance research status.The second chapter is the theoretical preparation for the SLCP performance research.The analysis of connotation: SLCP is a redistribution of resources mode whice used bygovernment on the basis of market economy， is based on material interests as the basisof farmers subject to participate in the project， is also the historical opportunity of theunderdeveloped areas to develop rapidly. The project having entered the second round ofa period of consolidation， the industry migration to the western interior，"hollowingout" phenomenon in rural， and the rise of "low-carbon economy "make SLCP alsofacing new internal and external environment. In this thesis， sustainable developmenttheory， theory of environmental economics， incomplete contract theory， the policyprocess theory are used to provide theoretical support for research.The third chapter is Sichuan SLCP background and practice. Firstly， analyse SLCP special background in Sichuan province: Sichuan is the starts of region and importantarea of SLCP， Sichuan SLCP is the key projects of the upper Yangtze river ecologicalbarrier construction， is the starting and focal point of the Western Development Drive.Then Combing the implementation of the SLCP from the policy forming process， thecompensation policy of farmers by stages， and the implementation of the policy now.The fourth chapter are Sichuan province SLCP performance evaluation from theperspective of farmers interests. Firstly， analys the economic and social policy goal ofthe SLCP， and then evaluate performance from the policy process performance and thepolicy results two levels. In the process evaluation，evaluate from the economic income，the thought idea， the living environment， the policy allowance， the policysuperintending， the policy subsidies participating.In evaluating the results， evaluatefrom labor transfer， industrial structure adjustment， the new economic growing point，ecological compensation several aspects launches.The fifth chapter is the case study of SLCP performance based on some counties inSichuan province."Try beforehand-the survey report of SLCP pilot project in TianQuanCounty"，"Green poverty alleviation-SLCP promoting a new poverty alleviation modelin Sichuan"，"Social participation-nongovernment organizations promoting theDaLiangShan Sloping Land Conversion project for carbon sequestration" three casesare studied to provide support to the results of policy performance.The sixth chapter is the conclusion and proposals. summarize the conclusion of thethesis， and give three proposals.
