| Land issues are the core problems of agriculture and peasants in China. Even today,this basic judgment remains unquestionable. With the acceleration of industrialization andurbanization, the relationship between man and land is particularly tense in our Country.As a certain choice of solving the contradictions between man and land, rural landcomprehensive consolidation is not only the most important means of replenishingcultivated land, coordinating the man-land relationship, allocating the land resources, butalso the objective requirement of the development of modern agriculture.The Cheng Du’ practice has fully proved that rural land comprehensive consolidationhas great practical significance on two important aspects. Firstly, it can ease thecontradiction of supply and demand between rural and urban land use. Secondly, it canmake peasants share in the land value-added benefits. But as a comprehensive measure offully adjustment of the land layout, structure, land use and land tenure, rural landcomprehensive consolidation also has some inevitably contradictions and problems in thecourse of practice and exploration. After a thorough analysis, it’s not difficult to find thatall the existing problems and challenges root in benefit conflicts which caused by differentstakeholders’ different interests. The most important reason why Cheng Du’ rural landcomprehensive consolidation achieved great significant is that it always persists toprotecting peasants’ interests as the fundamental starting point, explores breakthroughs ofinterests coordination system level to ensure the balance of interests between variousstakeholders.Through stakeholder analysis, rural land comprehensive consolidation involvesvarious stakeholders, defined as: peasants, rural collective organization, investmentdeveloper, local government, central government and so on. This article considers theguarantee of rural land consolidating continuously in this complex chain of interests is howto ensure the interests of vulnerable peasants not against, allow peasants to share thebenefits of industrialization and urbanization, increase the peasants’ income and ruraldevelopment in the long run. Without reasonable distribution model will inevitably bringthe behavior distortion of various stakeholders which will lead to national landcomprehensive consolidation policy difficult to implement or execute out in practice.Therefore, from Cheng Du’ practice, we can see that the key to ensure promote rural landcomprehensive consolidation smoothly and continuously is to establish a fair andreasonable benefits allocation mechanism, especially from the view of stakeholders.It needed especially to point out that, despite the intricate benefits relationship,difficult work, even hidden with some unpredictable risks from economic, political, socialand ecological environment in the process of rural land comprehensive consolidation, butoverall, insisting on further promoting the objectives of rural land comprehensiveconsolidation is not shaken. Essentially all existing problems are along with development,which cannot be simple negative, and cannot throw out the baby along with the bath. Thecurrent important thing is to look squarely at the problems, identify the crux, clear the thought, resolve contradictions effectively by more in-depth of system breakthrough andpolicy adjustment, seek to a new age of development of rural land comprehensiveconsolidation more smoothly and orderly.
