At present, the multi-attribute group decision making is not only the common problem inproduction and life, but also a very important research topic in the fields of evaluation anddecision-making. As the scales of projects expanding and evaluation information quantity andcomplexity increasing, the difficulty of project evaluation becomes larger. Complex project evaluationinformation is often divided into two kinds: decision-making preference information expressed by avariety of diffirent forms and decision-making basis information about the attributes’ of evaluationobject. Evaluation relying solely on one kind of information will make evaluation result one-sided,expand the decision-making error, even lead to mistakes. Therefore, it’s necessary to consider dualinformation evaluation in assessment process. Project evaluation problems based on decision-makongpreference information and decision making basis information are researched in the paper, whichmainly includes the following aspects:1. Study of heterogeneous preference aggregation. Firstly, different forms of uncertain preferenceinformation are turned into complementary or interval number complementary preference information.Then according to the definition of the consistency of complementary judgment matrices, estimationmodel of interval number weight is built to solulte interval number ranking vector based on principleof the interval weight minimum deviation.2. Study of solving weight vector based on dual static information. Attribute weight is solved by thedeviation degree method for the actual needs in cases of decision-making basis information known,ranking values unknown cases. For the complementary and interval number complementarypreference information which is turned from heterogeneous preferences, the similarity method is usedto solve decision makers’ weights, and model of dual information pushing each other is established tocorrecte them.3. Study of project evaluation method with dual dymatic information. Model of double dymaticinformation pushing each other is established to calculate stage weight, correcte decision makers’weights and estimate the ranking vector of project proposals. At last, TOPSIS method is used toaggregate ranking vectors based on double dymatic information.
