Resource tax reform is imminent. China’s resource tax has several shortages: first,the fixed tax rate, the main form of tax rate in China, does not reflect the relationshipbetween supply and demand of resources and separates from the price mechanism;second, China’s resource tax rate model is single and unitary, which can’t reflect thereproducibility and scarcity; finally, the rate is generally low, that means it is uneasyto guide and control resource-consuming through tax.Under this background, in this essay, tax rate plan is designed in three aspects:the form of the rate, the rate model and which level of tax rates is appropriate. Theessay will not consider the changes of the scope of taxation. Start with the defects ofChina’s resource tax rate. There comes a lateral learning the resource tax rates fromthree west countries which abound in natural resources: the United States, Russia andAustralia. Then follow two principles: to raise the proportion of resource tax revenuein the whole tax revenue while protecting the development and utilization of theresources; not to excessively increase the tax burden of resource extraction enterprises.The conclusions lie in three parts: First, the form of tax rate is the proportional taxrate with the combination of fixed tax rate; Second, carry on the differential tax ratemode, that means resources which are non-renewable, scarcity, environmentaldangerous and have short service life should be imposed higher rate; After all,increase the tax rates to a reasonable level, the level of the best proportional tax inenergy resources is estimated up to4.93%through model and data, which is close tothe present tax in gas and oil. Other mineral resources should set a lower rate. The rateimposed on salt also can be set in advance in proportional form and calculated infixed form by using the formula for conversion. Absolutely, inflation should not bemissed when considering the fixed tax rate.
