Study On Hall For Workshop Of Meta Synthetic Engineering In The Public Participation In Decision-making Of Public Projects

Public participate in decision-making of public projects is a metasyntheticengineering in project management. And it involves lots of systems, such as, hardtechnology system, social system and ecological system, and their reciprocity. It isuseful to use Hall for Workshop Metasynthetic Engineering to deal with this kind ofcomplex problem.This paper focuses on the characteristics of the decision-making system of publicprojects, based on system integration theory and study HWME how to use for publicparticipate in decision-making of public projects. Then makes the HWME which isbased on computer network technology，multimedia technology, information fusiontechnology, artificial intelligence technology, and many other applications of computertechnology is a effective and feasible approach to public participate in decision-making ofpublic projects. First, according to the characteristics of the decision-making system ofpublic projects, and the impact analysis of public participation in decision-makingsystem in public projects, this article puts forward concept of HWME for publicparticipation in decision-making of public projects, and makes an appropriate expansionfor the connotation of traditional HWME. The attendees are broadened to public in thispaper; public’s ideas are also paid attention and collected in the hall. This article alsodevelops fundamental framework of HWME for public participation in decision-makingof public projects, and analyses its functional mechanism and supporting technology.Second, makes a deep study on the groupthink activity in HWME, then proposes thateffective dialogue model of the interactions among experts is applied to HWME forpublic participation in decision-making of public projects, this effective dialogue modelis based on learning organization and dialogue theory in HWME. In this paper, based onthe analysis of faults in individual behavior、group behavior, and thinking model, abehavior norm is established for experts in the hall to help decentralized thinking ofgeneralized expert groups to reach an agreement through discussion. With emergence ofcomprehensive advantages, the overall advantages and intelligence advantages,resulting in a scientific and democratic decision-making of public projects.
