Study On Personnel Selection Mechanism Of Public Participation In Decision-Making Of Public Projects

Public construction project is a kind of engineering and construction projectswhich is closely related to the public interest and properties. And it has the followingtypical characteristics: First of all, it has public nature, because it depends ongovernment investment or government decision-making; Secondly, it is closelyconnected with the public interest, because building such project is in order tocompensate for the lack of market mechanism and meet the social welfare; Thirdly,public construction project belongs to the engineering construction projects, it is one-offfixed asset in the engineering construction projects.Because of the above three characteristics, public construction projects have beenhighly concerned to the public. Because of its non-repeatability, huge loss and terriblesocial effect easily caused by wrong decision-making, at present, the society needsmore excellent project decision-making. Scientific, rational and effectivedecision-making is the optimal method to avoid the loss. But making the decisionrational and scientific is just one fact of public construction projects in decision-making.In addition, we need to consider public acceptance of decision-making. Therefore, it isan objective need to establish a mechanism of public participation for ensuring publicconstruction project-decision being scientific, rational and universal acceptance. Thekey in public participation is to establish staff selection mechanism of publicparticipation in decision-making process.First, this paper illustrates some concepts related to public construction projectsand public participation, and combines with the special nature of such projects, designsa staff selection mechanism of public participation, which including the establishmentmechanisms of organizational responsibility for institutions, the staff selectionmechanism of participation group or organization, the selection mechanism of expertadvisory body. Through the targeted structured interviews and questionnaire surveyanalysis, this paper finds that organizational responsibility for agencies need to containpolitical elites of Land Administration Department, Planning Department, Developmentand Reform Commission and the Financial Management Department.In the analysis of the literature, author finds problems in public that they aregenerally lack of sense and ability of participation, and have no idea how to getinvolved and so on. To solve these problems, author suggests that staff selection mechanism of public participation can be implemented in phases, gradually expand thescope and number of public participation, and accumulating experience in the process ofpublic participation, and gradually improve staff selection mechanism of publicparticipation in the decision-making of public construction projects.
