In the modern society, Commercial banks, as a marker of the degree of economic development plays an important intermediary role. On the one hand, commercial bank which rely on their own network and a strong geographical pattern, and promote social capital from surplus to those who need mobility, optimize resource allocation, accelerate cash flow, is essential for the modern social resources intermediaries. On the other hand, in national macroeconomic regulation and control policy implementation, commercial banks, as the main body of China’s financial sector, also play an important role in the effective implementation of macroeconomic policies. As a special industry, commercial banks have their own operating characteristics. First, high debt and high leverage decide that the process of commercial banks is a risk management process; Second, the high-risk of commercial banks prone to blind pursuit of profits, thus further increasing the possibility of risks arising.In the financial crisis which occurred in 2008, large financial institutions regardless of the consequences of financial innovation is a good example; third is the commercial banks have a large number of creditors. Commercial bank assets mainly come from liability, especially in customer deposits, the project has an absolute proportion. So the stability of commercial banks, is important for the social stability.Important social status of commercial banks, high-debt business model and special business object determines the necessity of banking supervision, and information disclosure system for commercial bank supervision is an effective way. From the perspective of government regulation, information disclosure system by commercial banks is good for obtaining regulatory indicator data, and judging the commercial bank assets and liabilities, operating performance and risk level, etc., and ultimately achieve the purpose of risk control. From the perspective of stakeholders, the commercial bank information disclosure system provides comparable bank information for decision-making, so it bounds the behavior of bank risk through the "market discipline".Currently, in the trend of economic globalization, enterprises accounting standards converge with international standards step by step. Under the guidance of "Basel Capital Accord III", the degree of internationalization of financial supervision has continued to deepen. With the economic development, the urgent demand for financial services is growing significantly; financial services and products have become even more diversified with each passing day. Additionally, the current global economy is in a post-crisis era, strengthening macro-prudential supervision to ensure the stability of the financial system is the consensus of international financial regulation. The development of the banking requests the higher quality and level of disclosure. Therefore, how to build commercial bank information disclosure system is an important question in the current financial system.From the perspective of banking supervision, this paper analyzes China’s major Information Disclosure of Commercial Banks, finds out the reasons for the differences, and puts forward policy recommendations. Firstly, this article describes the information disclosure of commercial banks related theories, and elaborates the necessity and appropriateness of information disclosure mainly from the social status and special operating mode of commercial banks. Secondly, from a systemic point of view, this article defines the meaning of "banking regulatory perspective." Based on the information disclosure system of commercial banks, I think that information disclosure should be seen as a system, then, banking supervision contains information output and information disclosure. It also means this system involve all the supervision and management of information disclosure. Then, this part sorts out the relationship between information disclosure of commercial banks and banking supervision, "Market Discipline", and identifies an important carrier link between the two objects- The construction of information disclosure system of Commercial Bank. Then, this paper analyzes three representative disclosure documents-"Enterprise Accounting Standards (2006)", "Information Disclosure of Commercial Banks" and "public offering of securities of the Company Information Disclosure Rule No.26-special provisions of Commercial Bank Disclosure ", finds out the reasons for the gap:the main managers, managed objects, social status, and different focus. Finally, based on the theoretical analysis of the previous text, in consideration of the actual situation in our country, this article puts forward policy recommendations.The main expected contributions are:first, this article compares the existing information disclosure system. The foregoing literature review shows that the research of information disclosure of commercial banks in our country is affected largely by domestic and foreign economic environment, and focuses on comparison of the Basel Capital Accord. This text selects the perspective of bank supervision, and analyzes three representative disclosure documents-"Enterprise Accounting Standards (2006)", "Information Disclosure of Commercial Banks" and "public offering of securities of the Company Information Disclosure Rule No. 26-special provisions of Commercial Bank Disclosure ", finds out the reasons for the gap. Second, In this text, bank supervision is defined in this perspective includes both accounting and industry regulation. This paper argues that the Ministry of Finance Accounting Division manages the national accounting, Accounting Standards have regulates the accounting activities of commercial banks, such as the recognition, measurement, recording and disclosure processes, especially the "Enterprise Accounting Standards (2006)" introduced fair value measurement and real interest rates Law, enacted CAS22, CAS23, CAS37 and other financial instruments standards, making the disclosure of accounting information with commercial banks closer together, thus combining both accounting and industry regulation, this article can study more comprehensive. Third, the article is based on different perspectives, different levels of comparative analysis of regulatory policy, and proposes a systematic study methods, in order to offer constructive comments for Construction of the information disclosure system. Separate regulatory body for commercial banks must have different regulatory objectives; different goals will lead to different regulatory disclosure requirements. This paper should compare and analyzes the current information disclosure system of commercial banks, and dialectically raise the improvement measures of information disclosure system of commercial banks.
