Post is an important basic and public service industry of national economic development, the postal network throughout urban and rural areas, widely service the economic development, social development and people’s lives. The postal universal service is an important part of the postal industry, related to the realization of social and economic benefits. New "Postal Law" clearly proposed the concept of postal universal service with legal form and the importance of establish universal service mechanism firstly. However, in the competitive market, high-cost rural areas exist market failure, service ability insufficient, Urgent need government take effective regulation policy, to solve regulation inefficient or invalid caused by asymmetric information.Based on the analysis of universal service regulation policy of typical state’s postal universal service, our country’s network-based industry such as telecommunication、electric power industry,to provide experience for our postal universal services regulation. The paper uses literature analysis method、benchmarking analysis method、model analysis and empirical analysis, combine with economic characteristics and problems of postal universal service in our country, use principal-agent model of incentive regulation theory and government utility theory of Institutional Economics, proposing regulation effective combine with incentives, to achieve social welfare and market efficiency Pareto improving and government regulation target.The paper compares the impact of network scale in differential pricing and uniform pricing under asymmetric information, theoretically proves the effectiveness and feasibility of differential pricing, and empirically analysis our country’s postal network situation. Finally, propose suggestions from business structure、network investment、price regulation、compensation mechanisms、service quality and level and legal construction, I hope this paper will provide certain reference for postal universal service regulation reform in the future.
