Therefore, budget system from the Soviet introduced into the market environment to be a great impact.This article tying to study the budget system’s history, domestic and foreign counterparts, decomposition of the budget estimate of the nature of the system part of a market, parse out the composition of the planning economy. What research can promote the scientific management of modern engineering, what will become an obstacle to the project. Through this study one conclusion:budget estimate must be gradually abandoned the planned economy system, the composition, and as a management tool rather than the project valuation standards exist.
