With the profound change of international and domestic macroeconomic environment, and the international economic crisis gestates a new round of technological revolution, innovation is increasingly becoming a decisive force in economic and social development. Large-middle industrial enterprises are the main force of one area’s innovation, the backbone of economic development. Strengthen their independent innovation capability, is to enhance its own competitiveness, promote local economic development, and the important guarantee of contributing to national economic and social development. Many studies have demonstrated that there is an obvious correlation between enterprise technical innovation ability and R&D investment. And with the further study of knowledge spillover and the development of spatial econometrics, the spatial factor has been gradually adding to research framework. Recent studies also point out that knowledge spillover from adjacent enterprises have impact on other enterprises’ technical innovation ability. Therefore, considering the space factor, and having a study on the impact between R&D investment, knowledge spillovers and technical innovation ability of large-middle industrial enterprises in Zhejiang Province, and then providing policy to improve their independent innovation ability has practical and theoretical significance.This paper reviews and summarizes previous researches of knowledge spillovers and enterprise technical innovation ability. And then have a present situation analysis on R&D and innovation of large-middle industrial enterprises in Zhejiang Province. Based on these, we construct a knowledge production function model and a spatial econometric model, and using the large-middle industrial enterprises’data of Zhejiang’s counties in2006-2009, to find the influence and spatial effect between enterprise’s own R&D fund input, R&D labor input, R&D spillover and technical innovation ability of large-middle industrial enterprises. In the end, we make policy recommendations to improve enterprises and region’s independent innovation.The results show that:(1) whether or not considering the spatial factor, the enterprises’ own R&D fund input and R&D labor input have a significant positive effect on enhancing enterprises’technical innovation ability. And the influence of their R&D investment declined because of the spatial effect.(2) There is spatial dependence among enterprises’ innovation. Enterprises’R&D will have a spillover effect, and it will affect enterprises in adjacent region. Inter-regional enterprises’R&D investment and innovative behavior have a significant contribution to other large-middle industrial enterprises’ innovation capability in adjacent regions.According to the conclusion of our study and the specific circumstances of Zhejiang Province, we propose the following policy recommendations for reference:(1) increasing research and development capital investments;(2) paying more attention to personnel training and introduction;(3) improving infrastructure construction, developing the net of transportation and information, creating a favorable external environment for knowledge spillovers;(4) strengthening R&D cooperation between enterprises and enterprises, enterprises and other main body of R&D, to enhance spatial effect of R&D spillover;(5) accelerating construction of major technological innovation bases, to promote and enhance the independent innovation capability of adjacent regions and enterprises.
