Research On The Development Potential Of China’s Marine Engineering Equipment Manufacturing Industry

With the over-exploitation and utilization of global resources, the cost of exploiting land resources to sustain the economic development has increased, the ocean contains a wide variety of resources and enormous reserves, has become the new choice for coastal countries to solve the resources problem, and been listed as a newly developing areas with important strategic significance. Development and utilization of marine resources has been a necessary requirement for sustainable economic development. In October 2010, the State Council promulgated "the decision to speed up the cultivation and development of strategic emerging industries", clearly pointed out that China’s marine engineering equipment manufacturing industry (referred as MEEM) to be the "12th Five-Year" strategic emerging industries to cultivate and develop. May 30,2012, the State Council executive meeting discussed and adopted the "12th Five-Year national strategic emerging industries development plan" to further improve and refine the focus on the development direction and the main task of strategic emerging industries, the meeting expressed that" in the case of increasing about the downward pressure of the current economic operation, the development of strategic emerging industry is a great significant strategic task " for maintaining the economic long-term stable and rapid development, at the same time clearly stated, accelerate the development of marine engineering equipment.As the marine strategic emerging industry, MEEM has the features of knowledge and technology-intensive, low consumption of material resources, growth potential, comprehensive benefits, and will become the new economic growth point. However, China’s MMEM is still in its infancy, there is a big gap with the developed countries. MEEM is facing many difficulties and obstacles, and has triggered a series of contradictions, it’s necessary to clear industrial development ideas and mode. Based on the above background and purpose, the thesis mainly consists of the following four parts:The first part (Chapter I, Chapter II), described the background and significance of this study and research ideas. On this basis, defined the concept and classification of MEEM and discussed related industrial economy theories.The second part (Chapter III, Chapter IV), based on the analysis of MEEM development course the layout features, systematically analyze industry development status, problems and bottleneck. Then the thesis analyzed China’s MEEM development demands from the view of national strategies, resource development, industry development.The third part (Chapter V) evaluated and analyzed the provincial disparities of industry development factors and potential of China’s MEEM with quantitative methods. The article initially built a evaluation system which includes three basic supporting industries--- marine industry, equipment manufacturing and shipbuilding industry 26 indicators. This part used four objective weighting methods-entropy method, the coefficient of variation method, correlation coefficient and the CRITIC method, to assign the index right, ultimately determine the support ability score. Then through longitudinal analysis-analysis of regional differences in the various indicators, and the horizontal analysis-analysis of the influence degree of various indicators in each region, to identify the influence of the various indicators and several areas of industrial development, and provide a basis for regional co-ordinating planning.The fourth part (Chapter VI), on the basis of the former analysis, Proposed in this paper some development suggestions of China’s MEEM from four levels, including marine science and technology, regional co-ordination planning, the industrial chain to improve and industrial development environment.
