This kind of unexpected events in addition to a sudden, urgency, as well as a high degree of uncertainty and other characteristics, Also has an impact on the society, such as involving the region area, population much, continuous disasters affecting the characteristics of a long time. So that the emergency material demand points, demand is big, cause of emergency material demand. Therefore, The above characteristics make emergency material dispatch has a high degree of complexity, We should consider not only the single for point to point scheduling, but also consider the supply point to multiple point scheduling; We should consider not only the various stages of dispatching goods of different types, different stages of material dispatching mode should be considered inconsistent. In addition, The procurement of emergency materials occurred some time in the future, but the future of the procurement strategy is uncertain, and the government hopes to reduce this uncertainty supplier.
