Research On The Policies Of Local Government To Promote CSR Construction

With the problems of food safety,environment contamination and laborers’ rightsand interests invasion becoming more and more severe, Corporate SocialResponsibility(hereinafter refer to as “CSR”) is given increasing attention by Chinesegovernment,enterprises and the whole society.The Chinese CSR construction has beenput on the agenda.According to the special situation of our country and the successfulexperience of foreign countries,government must play a leading role in the first periodof CSR construction and we can’t overlook the affect of local governmnt.To someextent,the succss of Chinese CSR constrction has great relationship with localgovernment because local government is the direct founder of enterprises’ environmentand enterprises are under the direct regulation of local government that means comparedwith centrel government,local government has morn force for enterprises.On the otherhand,enhancing responsible competitiveness become the target of some localgovernment which is the propulsion of local government to boost CSR construction.CSR underwent several periods in foreign countries and enterprises have differentbehavior feature in different period.Government’s policy must be on the basis of thesefeature.Based on the theroy of CSR dvelopmnt stage,this paper first defines the periodof Chinese CSR.According to enterprises’s behavior features of this period, we thinklocal government must play four roles and make appropriate policy choise under everyrole.And then we compare some local governments’ pratice with these four roles andpoint out problems of their pratice.At last, besed on the problems,we give somesuggestions to enhance policy effectiveness of local government boosting CSRconstruction.
