Research On Basic Unit Model Of Emergency Decision-making Activity Based On Knowledge Unit

In recent years, a variety of unconventional incidents occur more frequently than usual. According to the increasing complexity of modern society, they had more devastating consequences as well. Because of the particularity of decision-making situation brought by unconventional incident, emergency decision-making has some characteristics which enhance its complexity, such as multi-agent participation, cross-organization, cross-region, cross-administrative hierarchy and so on. Therefore, emergency decision-making faces extra coordination pressure, besides the difficulties to manage under constraint of time, incomplete information, and high management risk, which makes researches about emergency management focus on the coordination problems during emergency decision-making. Using information technology to structure and manage knowledge associated with emergency decision-making, based on response cases, protocols, laws and regulations, could offer some help. Computer simulation for emergency managing and decision-making is another practicable approach to investigate regularity and mechanism of emergency decision-making.The abstraction and formal description of emergency decision-making activities is basis of these studies. Current researches pay more attention to the emergency decision-making in specific areas or on specific issues. They abstract and describe emergency decision-making activities from the macroscopic mechanism characteristics, or on the contrary, from the microscopic perspective considering individual behavior, which decision-maker performs in the unconventional situation. This paper chooses emergency decision-making activities as the research object, analyses the nature and features of emergency decision-making activities, proposes a basic unit model of emergency decision-making activity to describe the minimum size of the emergency decision-making activities, and builds knowledge unit models for the elements of emergency decision-making activity unit. To expand the model, this paper discusses the essential of emergency decision-making activity units’relationship, divides the relationships, which emergency coordination management focuses on, into three types, analyses the common five basic relations in knowledge dimension and applies the formal descriptions. Some administration coordination suggestions are given separately. To prove the rationality and applicability of basic unit model proposed and the distinguishment of relationships between emergency decision-making activities, some instances of knowledge unit of emergency decision-making activity and the relationships between the activity units are given.
