| With the constantly promote of globalization, the flow of international capital has become increasingly active. Recently, the continuous development of multinational companies have also make national economies linked more closely, and have play a heavy role on their economic development and technological advancement. By virtue of its abundant capital and advanced technology, foreign direct investment has play an significant role increasingly, and use foreign direct investment to develop the national economy has also become a general trend. Agriculture is one of the industries which use foreign capital earliest in our country; it’s began in the late70s, with the policy of reform and opening up. But under development of nearly30years, it’s scale and efficiency of utilization of foreign capital in our country remains lower.Foreign investment make up the financing gap and bring advanced technology to our country, but also bring in enormous challenges to our agriculture and agricultural product processing industry, even some negative impacts. Under the process of utilizing foreign capital, on one hand, we should increase the amount and scale to encourage its positive impact, on the other hand, we should also be alert to its shock to our agriculture system, and make a reasonable guide and a scientific plan to avoid and reduce the negative effects brought by foreign direct investment, let its risk under our control range.This dissertation first states the history of the utilization of foreign investment in agriculture throughout, and then analyses the present situation of Chinese agricultural utilization of foreign capital in several perspectives, points out the existent problems. Observe from the total amount, even though it growing fast, the proportion is lower and use in a small-scale. For the regional distribution, it is mainly in the eastern region, less in the central and western regions. In the same region, it concentrates on those several provinces. From the point of view the use of methods and sources, our country use it by direct investment primarily, and mainly comes from the nearly countries and regions in Asia, fewer from Europe and the United States or other developed countries. There are still some problems, such as lower utilization efficiency, the limited ability of digestion, absorbing and innovation of our country’s enterprise and the poor agriculture investment environment in the use of foreign capital. In order to obtain the reason which cause these problems, this paper build a model to analysis the factors that affect the FDI in agriculture development, choosing variables like the infrastructure in agriculture, labor, the protection of intellectual property and so on, and draw the relevance of these factors and foreign investment. By means of the regression model to analyze the positive role of FDI play in the growth of our agriculture GDP, including the significant role in promoting capital accumulation and technology transfer, restructuring the industrial structure and improving trade terms of our agriculture. So our country should expand the usage of foreign investment and promote its positive effect. However, foreign investment is also a double-edged sword; it will have a negative impact on the development of agriculture. Not only the shock to local farming industry and market, especially in recent years, giant multinational corporation "destroying" our national brand by merge, redrawing the market structure of our agriculture and food processing industry, which make the majority of small medium enterprise in trouble and the monopolistic tendencies expanded, but also make the domestic enterprises to become its "production base" by using its technical advantages. Just like in the seed market, foreign enterprise will not teach us its core technology, but adopt various ways to prevent technology spillovers. They cooperate with our company just want to clone their products and technologies, which will weaken our innovation ability.Otherwise, since some foreign companies invest in our country due to the advantage of resources, the lack of relevant laws and the scientific planning’in our country will cause the environmental degradation become possible, the invasion of alien species also undermined the ecological balance of our country. At last, this paper take example of other nations’experience of using FDI, propose the basic idea of how to develop the positive effect and avoid negative impact of FDI. At the same time of introducing, we should make a scientific and rational usage plan.This thesis based on the knowledge of economics, statistics and econometrics, combining the date analysis and empirical analysis to make the demonstration more reasonable and scientific.
