The mobile communication network is the backbone of the telecommunications industry and TD-SCDMA system as our independent intellectual property with 3G network technology has been successfully commercial, profoundly affecting the overall communication enterprises strategic layout. On the 3G network, telecom enterprise market competition becomes increasingly fierce, customer expectations enhances unceasingly. In the new situation, the new technological changes bring new operation management risk, the complexity, the value chain of technology are traditionally has been extended to network impact for the Angle of view of quality evaluation and operation and maintenance system, the urgent need to telecom operators, simple ideas with traditional KPI oriented network service system management cannot adapt the competition needs.Customer perception oriented network quality evaluation and related operation and maintenance optimizing management, is the effective means to break the current dilemma. Based on the summarization of traditional mobile network quality evaluation system, and on the basis of systematic analysis through a comprehensive, hebei TD-SCDMA network and traditional mobile network, analyzes the differences between different quality assessment methods and optimization operation and maintenance way, and based on customers’ perception of the network quality evaluation technology, the 3G mobile network operation management solutions to achieve compiled customer perception oriented service consciousness shift.Taking hebei TD-SCDMA network evaluation as a case, management and optimization analysis, and put forward the corresponding evaluation strategies and optimizing management thoughts, form 3G in specific countermeasures of network services shift and operations management ideas, for telecom operators on the 3G network operations and service enhancement management provide a certain reference.
