Research On Internal Control System Construction Of A Pawn Shop

Pawn is a special financing means that makes loan by pledging the concrete articles or property right, it plays a positive role in promoting the economic and social development as it meets the demands of medium-and-small scale enterprises for financing and the emergency demands of residents due to such characteristics as small amount, short term, convenience and flexibility, etc. However, with the rapid and dynamic development of the whole industry of pawn-broking, the interior problems increasingly occur day by day, including incomplete interior governance structure, non-definitive rights and responsibility, shortage of professionals and weak risk control awareness and incomplete risk assessment, which hinder the long-term healthy development of the pawn-shop. In the current economic and financial context, it is of great significance to study how to strengthen the interior control in the pawn shop by referring to the pawn experiences from all over the world, it is the inherent requirement to strengthen the interior control of the pawn shop in the long-term healthy development of the high-risk industry, and it is also the inevitable choose to strengthen the interior control of the pawn shop in response to the competitions from both the exterior and the peer competitors.In this paper, the interior control theory is applied in the pawn enterprises. Based on the interior control theory and the characteristics of the pawn industry and combining the particular situation of the A Pawn Co., Ltd., this paper describes the status quo of the interior control in the A Pawn Co., Ltd. in regard with five aspects of interior environment, risk assessment, control activity, information and communication as well as supervision, indicates the problems existing in the company in regard with the interior control, and puts forward the appropriate design principle and implementation scheme. The interior control system has been established in the A pawn shop via analysis and assessment on such aspects as human resources management, risk control, control measures, interior control system, information and communication and supervision and inspection both in the significant assets links and at the company level. The interior control system is an integrated, scientific, workable and efficient way to attain the interior control goal.
